Zimbabwe Republic Police Commissioner General Augustine Chihuri says failure by government to provide enough funding for police operations is a security threat to the country.
General Chihuri said the budget allocated to the ZRP is way below minimum operational costs, a development that is crippling the organisation and making it unable to perform its constitutional mandate of maintaining peace and order.
He added that it is becoming difficult to attend to emergencies on time due to critical shortages of transport, a development that has seen police officers in rural areas walking long distances to do their work.
Commissioner General Chihuri took a swipe at the inclusive government for not considering the police force as a critical institution whose mandate is to protect the citizenry.
By underfunding the police force, analysts say the Finance Minister, Mr Tendai Biti is only arming criminals.
