The just ended SADC summit in Luanda, Angola has directed that SADC facilitator to the Global Political Agreement, President Jacob Zuma should engage the principals directly in his consultations on the agreement.Sources close to the summit deliberations said the decision was made to avoid misrepresentation of facts and misinformation by proxy representation of the facilitator.
In an interview with ZBC News after the summit, Head of State and Government and Commander-in-Chief of the Zimbabwe Defence Forces, President Robert Mugabe said there is only one facilitator who was appointed by SADC and he is President Jacob Zuma who should conduct the mediation.
â€œThe facilitator is not South Africa, but President Jacob Zuma the person. Facilitation means helping Zimbabwe decide the way forward until elections are heldâ€¦.,â€ said President Mugabe.
The summit was reacting to recent the development where Zimbabwe decried the teamâ€™s direct dealing with lower national structures by summoning the Zimbabwe Electoral Commission (ZEC), the Zimbabwe Media Commission (ZMC) and COPAC chairmen to appear before the facilitators.
The summit said the move to interact with the chairpersons of ZMA, ZEC and COPAC without going through the Ministry of Foreign Affairs was unprocedural and a display of lack of respect to the countryâ€™s sovereignty.
On another note, the summit has also endorsed that JOMIC is a sovereign national institution that the facilitation team should respect in its interaction with Zimbabwe.
On the proposal made at the Livingstone summit that some people should be appointed to work with the facilitator on the implementation of the Global Political Agreement, the summit put the record straight that the three who have not yet been appointed are not participants in the work of JOMIC, but they are there to assist the facilitators.
It was made clear that JOMIC is a sovereign internal institution formed for Zimbabweans and therefore can not have outsiders participating in it.
According to the GPA, JOMIC briefs the facilitator.
The summit has also appointed South Africa, Tanzania, and Mozambique into the SADC Troika, with South Africa chairing.
Meanwhile, Cde Mugabe has returned home. He was accompanied by a group of government ministers from across the political divide.
He was met at the Harare International Airport by Zanu PF National Chairman, Cde Simon Khaya Moyo, Defence Minister, Cde Emmerson Mnangagwa, State Security Minister, Dr Sydney Sekeramayi, Media, Information and Publicity Minister, Cde Webster Shamu as well as the Secretary to the President and Cabinet Dr Misheck Sibanda.
