Fully functional and people oriented local authorities have been described as the ideal that should be sort after by responsible stakeholders.
Speaking during the final conference for the Local Authorities Capacity Enhancement Project (LACEP), the Minister of Rural Development, Promotion and Preservation of National Culture and Heritage, Cde Abednico Ncube called on local authorities to put people first, hence the need to for joint efforts.
Minister Ncube also revealed government’s commitment towards exploring ways of assisting local authorities in capacity building.
LACEP, which was funded under the auspices of the European Union (EU) and VNG, an international cooperation of the Association of Netherlands Municipalities, saw the coming together with 13 local authorities to share notes on issues that include waste management, revenue collection and participatory budgeting among others.
VNG International Business Unit Manager, Mr Rolf Swart expressed satisfaction with the progress of the programme in developing communities.
LACEP started in January 2015 and is set to be concluded at the end of this month.
