high court building.jpgNo individual or government department has made submissions on recommendations on the country’s penal system despite an outcry that the fines being imposed on offenders in Zimbabwe are too lenient, the Ministry of Justice and Legal Affairs has said.

The Permanent Secretary in the Ministry, Mr. David Mangota, says his office has not received any such reports and urged aggrieved departments to come forth with recommendations.

Departments such as the Environmental Management Authority (EMA), the ZRP and the Parks and Wildlife Authority are on record as charging paltry fines to offenders.

Observers are of the opinion that the country’s fining system is in urgent need of review as offenders are walking scot-free without the necessary reprimand that their offences deserve.
