Government says suspended Mutare Mayor, Mr Brian James faces dismissal as preliminary investigations by the city of Mutare probe team have revealed gross mismanagement, abuse of office and corruption.Masvingo Provincial Administrator, Mr Felix Chikovo is the chairman of a probe team that has been able to ascertain allegations levelled against the Mayor.
Local Government, Rural and Urban Development Minister, Dr Ignatius Chombo said according to preliminary investigations, Mr James faces dismissal as he is alleged to have prejudiced the City Council of hundreds of thousands of dollars by flouting tender procedures in the procurement of various equipment required by the local authority.
â€œWe have a situation whereby the Mayor used to flout tender regulations.
â€œThe City of Mutare was prejudiced of hundreds of thousands of dollars where equipment worth $100 000 was bought for $600 000 from South Africa. According to the recommendations by the investigating team the Mayor has to be dismissed,â€ said Dr Chombo.
The investigation team whose work is still in progress, is expected to validate the misconduct charges levelled against Mayor James by councillors and management, to establish the extent of his interference in management matters or executive duties of council.
The team is also expected to determine the extent of damage caused to council by his divisive leadership style and the impact on service delivery.
Meanwhile, Dr Chombo said government is satisfied with the progress made so far by the resuscitation team set up to restore Chitungwiza Town.
Dr Chombo said service delivery is now being revived whilst efforts are being made to ensure that the stipulated ratio of 70% for service delivery and 30% for salaries is adhered to.
He said: â€œIn Chitungwiza we are happy to report that considerable progress has been made and service delivery is expected to be back on track.
â€œThe resuscitation team is working hard to ensure that the ratio set up by government on salaries and service delivery is adhered to.â€
Most MDC -T dominated urban local authorities have made headlines for corruption, mismanagement as well as embezzlement of funds.
Government has had to intervene and dismiss councillors and council officials found on the wrong side of the law.
