elton-mangoma.jpgEnergy and Power Development Minister, Mr. Elton Mangoma has been re-arrested on fresh allegations of criminal abuse of duty as a public officer by showing disfavour to companies which participated in a ZESA Holdings tender for procuring prepayment revenue management systems and meters.

It never rains but it pours for Minister Mangoma who has once again been arrested by detectives on fresh charges of violating the Criminal Law Codification and Reform Act Chapter 9:23.

His arrest comes barely a week after he was released from custody on US$5 000 bail pending trial for similar charges involving NOOA Petroleum Company.

The charges against Minister Mangoma arose from an incident which occurred sometime in May 2010 where ZETDC, a subsidiary of ZESA Holdings, invited tenders for the supply and delivery of pre-payment revenue management systems and associated equipment.

9 companies participated in the tender process.

 

After the adjudication process by the State Procurement Board, Minister Mangoma is alleged to have instructed the ZESA management to stop the tender process and directed that no further action was to be taken.

His conduct prejudiced 9 companies which had submitted bids for the tender following an advert in the Government Gazette.

Chief Law Officer, Chris Mutangadura is representing the State, while Minister Mangoma’s defence council is Beatrice Mtetwa.

The MDC-T Minister has been incarcerated pending trial by the High Court of Zimbabwe on the 18th of July 2011.
