The President of the Senate, Cde Edna Madzongwe, has called for more pre-budget consultations that will democratise the process so that it effectively represents the aspirations of the people.
Cde Madzongwe made the call at the Closing Ceremony for the Pre-Budget Seminar for Parliamentarians in Victoria Falls, where she also said a democratic national budget is a critical implementation tool in social relations as it has the capacity to empower and advance the living standards of the people.
She said the seminar has not only afforded the parliamentarians an opportunity to familiarise with the Medium Term Plan, but also interrogates the challenges and opportunities of the Macro-Economic Framework for the 2012 budget.
â€œThe democratisation of the budget formulation process entails transparency and a people-centred matrix of cross cutting interactions. These consultations include consultations by yourselves and public hearings by the Budget, Finance and Investment Promotion Portfolio Committee,â€ she said.
She said the 2012 budget should among other things focus on the monetisation of the peace process to ensure the completion of the constitution making, holding of the referendum and elections.
The Pre-Budget Seminar for Parliamentarians has been an annual event since 2002 in a bid to gather various sentiments from the legislators on the issues of national budget since they represent the views of the people.
