The concept of ‘Build, Operate and Transfer which is the model that was used by the city fathers is meant to transfer technology and then the City of Harare will after five years own the project wholly as currently the ratio stands at 60% city of Harare and Easihold has a 40% shareholding.

Local Government Rural and Urban Development Minster, Dr Ignatius Chombo who met the youth group said the deal is not in breach of the indigenisation regulations as government is still to come up with the threshold on the local authority’s indigenisation areas.
