Zanu PF says the constitution making process is being affected by the withdrawal of UNDP which reneged on earlier commitment to fund the process, amid speculation that the body was not happy with the clear articulation of revolutionary principles that promote the land reform programme which dominated the gathering phase of the programme.
This came out of a meeting between members of the Zanu PF Politburo, Central Committee and COPAC representatives where the party was appraised on the progress, challenges as well as the disturbances caused by the two factions of MDC-M.
In an interview with ZBC News, Zanu PF Secretary for Information and Publicity, Cde Rugare Gumbo says the issue of funding remains as the major challenge as UNDP had committed US$8 million, but only released US$2.5 million.
He said speculation is high that the United Nations agency is probably not happy that the views of the party which articulate the irreversibility of the land reform programme as well as the denunciation of homosexuality dominated the gathering stage of the constitution making process.
â€œWe had a report back session from the COPAC team and the issues that came out strongly include the withdrawal of UNDP from funding the process. We speculate that the UN agency was frustrated by the clear articulation of the promotion of the land issue and the denunciation of homosexuality,â€ said Cde Gumbo.
He however expressed confidence that general elections will be held this year as the party expects the referendum in the next 5 months and urged the COPAC team to stick to the agreed timelines.
â€œWe have urged the COPAC team to stick to the agreed timelines as elections are definitely expected to be held this year,â€ added Cde Gumbo.
The uploading stage of the constitution making process was affected by serious challenges including the internal squabbles within the MDC-M about rapportuers.
The issue has since been resolved with the Ncube faction now part of the team, while those who supported ousted Professor Authur Mutambara were booted out.
