The government says the late disbursement of funds by treasury has resulted in a backlog where mainstream schools are owed fees from 2014 third term to 2016 under the Basic Education Assistance Module (BEAM).

Responding to a report by the Parliamentary Portfolio Committee on Public Service, Labour and Social Welfare, Deputy Minister Tapiwa Matangaidze said the BEAM programme has been hard hit by shortage of resources.

A statement tabled in parliament by the Ministry of Primary and Secondary Education emphasised that due to its national coverage, BEAM must be adequately funded and well administered.

The ministerial response comes after legislators demanded that BEAM focuses on addressing other conditions such as the learning environment and uniforms which affect school children besides just concentrating in paying school fees.
