The President and First Secretary of ZANU PF, Cde Robert Mugabe, says the action taken by Prime Minister Morgan Tsvangirai of writing to 6 countries including to the United Nations Secretary General, is a clear demonstration that he is ignorant of how government systems and international law work.
Cde Mugabe, who was addressing members of the ZANU PF Women’s League at the party’s headquarters in Harare, said Prime Minister Tsvangirai’s actions are an embarrassment to the whole nation which boasts of enlightened people.
“The appointment of ambassadors is the work of the Foreign Minister and the President and there is only one President in the country.
“The Foreign Affairs Minister advised and recommended that there should be a reshuffle of ambassadors and there were no new appointments made.
“Now some are complaining why we have done that- they do not know that there are procedures that are followed, that is why I said such activities are of a foolish nature, absolute and sometimes quite stupid,†said President Mugabe.Â
He said the United Nations has clear policies where ministers of foreign affairs and ambassadors represent their countries as they get instructions from their Heads of State, adding that party leaders can not write to the world body.
“The United Nations is not the United Nations of parties or individuals, but it is a United Nations of countries and the countries are represented by their Foreign Ministers and their Ambassadors who are instructed by their Heads of State,†added President Mugabe.
Last week, Mr Tsvangirai wrote letters to the United Nations Secretary General and the European Union protesting over the appointments of ambassadors by Head of State and Government and Commander-in-Chief of the Zimbabwe Defence Forces, President Robert Mugabe.
He also wrote to President Jacob Zuma.
Contrary to the Prime Minister’s assertions, there were no new appointments for ambassadors but a re-shuffle.
